This remote contract supports an AI training project centered on federal budget formulation and execution. Translate practical budget analysis into examples that help models understand the work and its underlying reasoning.

Tasks

• Develop credible justification packages with narrative explanations, exhibits, and analytical support.
• Draft example OMB passback responses and annotate the evidence and reasoning behind the response.
• Model midyear reprogramming situations, identifying approval requirements and consistency with spending plans.
• Compare actual spending with planned obligations, assess available funds, and account for differences.
• Explain each stage of fiscal year closeout, including accounting reconciliation and the treatment of discrepancies.
• Prepare advice for program managers on funding categories, budget revisions, and compliance obligations.
• Build templates, annotated examples, and process guides that reflect actual federal practice.
• Check AI budget materials for factual accuracy, credible procedures, and compliance; describe corrections and missing information.

Preferred background

Experience of at least five years in federal budgeting is preferred, at approximately GS-11/12 or above in GS-0560, GS-0501, GS-0510, or a comparable position. Relevant work includes formulation, execution, funds control, OMB submissions, reprogramming, and closeout.

Familiarity with federal accounting and budget execution systems is valuable. A DoD FM, CGFM, or similar financial management credential is an additional advantage.
